Pamela planned to frame a captured Hornsby for Sebastian’s crimes and then stop the protests by making Sebastian read a speech that had already been written.
Max thought that Sebastian would go off-script, so he secretly recorded him bad-mouthing his mother and undermining the supposedly democratic foundations of the Commonwealth.
She then put the recording in place of his grandfather’s original Founder’s Day speech. As expected, Sebastian sent them into a frenzy when he tried to win over the crowd.
Walkers could get inside the walls because Hornsby’s hired killers killed the sanitation department. This caused chaos in the crowd. The zombies ate Sebastian as a crowd of people who did not carefully watch.
